Requirements and key factors for the design, implementation and success of a direct payment model to the final beneficiary

Abstract
One of the public financial reforms and budgetary improvements is the establishment of a unified treasury account and direct payment to the ultimate beneficiary, which has been emphasized as a crucial strategy in laws and regulations, with responsibility for its implementation delegated to the Ministry of Economic Affairs and Finance and the Treasury Organization.
Successful implementation of the direct payment policy to the ultimate beneficiary provokes a demand for a comprehensive model. The essential prerequisites for the materialization of this policy include legal authorizations, reliable information technology infrastructures, organization of communication systems for financial information management between executive bodies, and political and cultural support.
The aim of this research is to investigate the requirements for the implementation and success of the direct payment model to the ultimate beneficiary. These changes and implementations are considered as a a relatively new stream in technology. In this research, interviews and document reviews were used to identify the success factors. The statistical population of this research consists of experts in the public sector of Iran, and purposive sampling was used to select these experts.
Given that direct payment to the ultimate beneficiary is considered as a part of the Financial Management Information System (FMIS), the successful implementation stages of FMIS are described, and the FMIS model is used for the implementation of other modules and models, including the direct payment model to the ultimate beneficiary. Finally, effective factors for the successful implementation of the direct payment model to the ultimate beneficiary are presented based on the thematic analysis of interviews and the challenges and risks posed in this area for its implementation in Iran.
