Why Generativity Matters in Public Organizations

Abstract
The concept of generativity has emerged as a growing research trend within the field of entrepreneurship. As a pragmatic framework, conceptual generativity emphasizes the evolutionary, collective, continuous, and path-dependent nature of value creation. In parallel, the governance of public sector economies has become a central concern in public management literature, giving rise to the paradigm of Public Value Management (PVM) in recent years. Within this context, public entrepreneurship, grounded in the conceptualization of public value, can be seen as a strategic approach for advancing the governance goals of Public Value Management. Building on the existing theoretical gap in explaining the shared concept of value creation across the three discourses—public organization generativity, public entrepreneurship, and public value management—this study aims to explore the underlying rationale for generativity in public organizations. This is a conceptual inquiry, grounded in an interpretive research paradigm and situated within a fundamental-theoretical framework. The study adopts an inductive approach to theory development, applies a qualitative research strategy, and is conducted using documentary research methods.
