- Identifying Obstacles to the Development and Promotion of the Policy Consulting System in Iran's Political Ecosystem

Abstract
The aim of this study is to identify and formulate the obstacles to the development and promotion of the policy consulting system in the political ecosystem of Iran. To achieve this goal, the research data were collected through documentary methods and the study of the scientific discourse space related to the field of the policy consulting system in the political ecosystem and analyzed using the content analysis method in two stages of open coding (statements and verbal evidence and determination of concepts and categories) and axial coding (combination of concepts and components). The findings of this study revealed nine main themes: the lack of development and promotion of the policy consulting system in the framework of the country's governance framework and structure; the inefficiency of the policy-making system and its ambiguity; inefficient bureaucracy and lack of problem-solving ability in the current bureaucracy; lack of institutionalization and institutional continuity and the crisis of identity and distinction of units and the consulting system in the country's political system; lack of transparency and unprofessional politicization of consulting institutions; dysfunctions and ineffectiveness of consulting units and organizations; communications, capacity building and representativeness of units and the consulting system; Human resources related to policy consulting and financing and independence of consulting units have been identified and formulated. As a result, by identifying the main and sub-themes and their components in the form of obstacles and harms resulting from the development and effectiveness of the policy consulting system in the political ecosystem, the groundwork and capacity building are provided for redesigning the policy consulting system and changing the mental space and attitude of the country's policymakers towards the policy consulting system
