تبیین مدل ارزیابی توسعۀ پایدارکشورها و ارائۀ بهبود عملکرد با استفاده از تحلیل پوششی داده‌ها

چکیده

توسعه‌­ی پایدار در سال­‌های اخیر مورد توجه جوامع بین‌­المللی قرار گرفته و نقش مهمی در تغییر مدیریت، بهبود زیرساخت­‌ها و افزایش توانمندی‌­های هر کشوری دارد. توسعه­‌ی پایدار دارای دو جزء توسعه و ضروریات پایداری است و پایداری از سه بعد مهم اقتصادی، اجتماعی و زیست محیطی تشکیل شده است. امروزه با توجه به افزایش جمعیت، جهان با بحران­‌های پیچیده اقتصادی، اجتماعی و زیست محیطی مواجه شده است. مراجع قانونی نیز در راستای توجه و اهمیت به موضوع پایداری صنایع را تحت فشار قرار می­‌دهند، بنابراین سازمان­‌ها و کشورها تلاش می‌­نمایند که عملکرد پایداری خود را بهبود دهند. با توجه به اهمیت این موضوع، در این پژوهش مدل­‌های تحلیل پوششی داده‌­های یکپارچه SORM و مدل تحلیل پوششی داده­‌های معکوس یکپارچه SORM توسعه و از آن‌­ها جهت محاسبه پایداری کشورها و ارائه مقادیر بهبود به آن­‌ها جهت پایداری بیشتر استفاده شده است.  در مدل یکپارچه SORM، میزان پایداری 24 کشور با توجه هم‌زمان به ورودی­‌ها و خروجی­‌ها محاسبه شده است. در مدل معکوس یکپارچه SORM نیز تغییرات مقادیر بهینه ورودی­‌ها و خروجی­‌ها با حفظ شرط ثبات کارایی یا پایداری ارائه شده است. تغییرات بهینه ارائه شده به کشورها در راستای اهداف توسعه پایدار و هدف کلی رسیدن به توسعه بلندمدت جهانی بوده است. در پایان دو کشور آلمان و ایران مقایسه شده است. نتایج ارائه شده، کاهش یا ثبات ورودی‌ها و خروجی­‌های نامطلوب و افزایش یا ثبات ورودی­‌ها و خروجی­‌های مطلوب را نشان می‌­دهد.

In recent years, sustainable development has been considered by international communities as an important issue in changing management, promoting infrastructure and increasing capabilities of each country. Sustainable development has two components of “development and essentials of sustainability”, and sustainability is comprised of three major economic, social and environmental dimensions. Nowadays, due to increasing population, the world faces complex economic, social and environmental crises. Legal authorities are also pushing industries to pay attention to sustainability. Therefore, organizations and countries strive to improve their sustainability performance. Due to the importance of this subject, this paper developed SORM integrated data envelopment analysis model and SORM integrated inverse data envelopment analysis model to evaluate the sustainability of countries and to provide improvement values for more sustainability. In integrated SORM model, sustainability of 24 countries is calculated with simultaneous consideration regarding inputs and outputs. In the integrated inverse SORM model, optimal changes of inputs and outputs are presented, while efficiency or sustainability are kept unchanged. The optimal changes presented to countries have been in line with the goals of sustainable development and the goals pertaining to achieving long-term global development. Eventually, performance improvements in two countries, Germany and Iran, are compared. The results indicate the decrease or stability of undesirable inputs and outputs and the increase or stability of desirable inputs and outputs.
