Multimodal freight transport is a key mechanism for improving logistics efficiency, reducing operational discontinuities, and strengthening the corridor function of port regions. The Makran region, due to its direct access to open waters, adjacency to the Sea of Oman, proximity to the Indian Ocean, and location near the markets of South Asia and Central Asia, has considerable potential to play a strategic role in Iran’s multimodal freight transport network. This study aims to strategically evaluate the development of multimodal freight transport in the Makran region and identify its requirements, gaps, and implementation strategies. The research is applied in purpose and adopts an exploratory sequential mixed-methods design. In the qualitative phase, influential dimensions and indicators were extracted through documentary studies, literature review, and semi-structured interviews with experts. In the quantitative phase, the main dimensions were weighted using the Analytic Hierarchy Process, and the indicators were analyzed in terms of importance, current status, and urgency of action. The findings show that multimodal development in Makran depends primarily on strengthening infrastructure and network connectivity, intermodal integration, coordinated governance, digitalization, and smart customs. Its realization requires effective integration of Chabahar Port with rail and road networks, logistics centers, intermodal terminals, and regional corridors.
