استقلال بانک مرکزی در مراحل اولیه و میانی توسعه: شواهد تاریخی از کشورهای شرق آسیا

چکیده
در ادبیات متعارف اقتصاد، استقلال بانک مرکزی و مصونیت آن از مداخلات دولت به‌عنوان یکی از ارکان نهادی حکمرانی پولی کارآمد معرفی می‌شود. این چارچوب، با تأکید بر اولویت ثبات قیمتی و محدودسازی نفوذ مقام مالی بر سیاست پولی، عموماً به‌عنوان یک توصیه جهان‌شمول و مستقل از مرحله توسعه‌یافتگی کشورها مطرح می‌گردد. با این حال، مطالعات تاریخی پیرامون تجربه کشورهای موفق شرق آسیا نشان می‌دهد که در مراحل ابتدایی و میانی توسعه، رابطه میان بانک مرکزی و دولت مبتنی بر تفکیک نهادی نبوده، بلکه نوعی پیوند نهادی نزدیک و هماهنگ میان مقام پولی و مالی برقرار بوده است. این تعامل، در چارچوب یک نظام حکمرانی منسجم، امکان هم‌راستاسازی سیاست‌های پولی و اعتباری با راهبردهای توسعه صنعتی و حمایت از گسترش بخش حقیقی اقتصاد را فراهم کرده است. پژوهش حاضر با اتکا بر تحلیل قوانین پولی کشورهای منتخب شرق آسیا، به ارزیابی درجه استقلال بانک‌های مرکزی در مراحل اولیه و میانی جهش توسعه‌ای می‌پردازد. بدین منظور، جایگاه نهادی بانک مرکزی در ساختار حکمرانی اقتصادی این کشورها بر پایه چارچوب سنجش استقلال بانک مرکزی و با اتکا به سه بعد اهداف، استقلال سیاسی و استقلال اقتصادی مورد ارزیابی قرار می‌گیرد. یافته‌های پژوهش حاکی از آن است که در مقاطع مورد بررسی، بانک‌های مرکزی این کشورها از درجه استقلال پایینی برخوردار بوده‌اند و در مقابل، هماهنگی نهادی و پیوند عمیق با دولت در جهت پشتیبانی از اهداف توسعه‌ای، نه یک استثناء بلکه رویه غالب حکمرانی پولی بوده است. این نتایج بر اهمیت توجه به مرحله توسعه‌یافتگی، در تجویز الگوی حکمرانی پولی تأکید دارد.

In the conventional economics literature, central bank independence and insulation from government intervention are widely regarded as fundamental institutional pillars of sound monetary governance. This framework emphasizes price stability as the primary objective of monetary policy and advocates limiting the influence of fiscal authorities over monetary decision-making, presenting central bank independence as a universally applicable institutional arrangement regardless of a country's stage of economic development. Historical evidence from the successful East Asian economies, however, suggests a markedly different institutional configuration during the early and intermediate stages of development. Rather than being characterized by institutional separation, the relationship between the central bank and the government was founded on close coordination and institutional integration between the monetary and fiscal authorities. Within a coherent governance framework, this arrangement facilitated the alignment of monetary and credit policies with industrial development strategies and supported the expansion of the real sector of the economy. Drawing on a comparative analysis of the monetary laws of selected East Asian economies, this study evaluates the degree of central bank independence during their early and intermediate stages of economic transformation. The institutional position of the central bank is assessed using a legal central bank independence framework encompassing three dimensions: objectives, political independence, and economic independence. The findings indicate that central banks in the selected countries exhibited relatively low levels of legal independence during the periods under examination. Instead, close institutional coordination with the government in pursuit of national development objectives constituted the prevailing model of monetary governance rather than an exception. These findings underscore the importance of incorporating a country's stage of economic development into the design and evaluation of monetary governance frameworks.
