واکاوی اثرات کووید-19 در حوزه پژوهش مبتنی بر رویکرد آینده‌‏پژوهی

چکیده

همه‌‏گیری کووید-19، علاوه بر ایجاد چالش ابتلا و مرگ‌ومیر و تهدید سلامت تعداد زیادی از مردم در سراسر دنیا، همانند گردبادی است که خسارات دیگری نیز به بار آورده و چه‌بسا تأثیرات آن تا سال‌‏ها بعد بر جای بماند. واکاوی این اثرات برای اتخاذ سیاست‌‏های مناسب رویارویی و مدیریت با آن و بحران‏‌های مشابه، حیاتی است. یکی از بخش‌‏های تحت تأثیر کووید-19، علم و فناوری است. در این مقاله، اثرات مستقیم و غیرمستقیم کووید-19 بر پژوهش (به‌‏عنوان زیربنای حوزه علم و فناوری) بررسی و تحلیل‌شده است. روش تحقیق، تحلیل مضمون بوده و پیامدها با استفاده از تکنیک چرخ آینده، بازنمایی شده‏‌اند؛ به‌طوری‌که اثرات کوتاه‌‏مدت و میان‌‏مدت همه‏‌گیری بر پژوهش، در سطوح و لایه‏‌های مختلف بررسی و سپس به‌تناسب آثار شناسایی‌‏شده، چند گزاره سیاستی پیشنهادشده است. از جمله گزاره‏‌های سیاستی ارائه‏‌شده عبارت‌اند از: در نظر گرفتن ضریب کمکی برای امتیازات ترفیع اعضای هیئت‌علمی زن دارای فرزندان خردسال، تدوین سند مواد حیاتی کشور، ایجاد سازوکار مناسب برای دسترسی به منابع علمی کتابخانه‏‌ها و پایان‏‌نامه‌‏های تحصیلات تکمیلی، حمایت از توسعه مهارت‏‌های بین‏‌رشته‏‌ای و فرارشته‌‏ای پژوهش‏‌ها، اصلاح دوره‌‏های دکتری و پسادکتری با هدف افزایش تاب‌‏آوری جوامع در مقابل بحران‏‌های آینده و تنوع‌بخشی به سبد تأمین مالی پژوهش.

چکیده [English]

The Covid-19 pandemic, in addition to causing infection and death, and threatening the health of large numbers of people around the world, is like a tornado that causes other damages and its effects will probably last for many years. One of the fields affected by Covid-19 is science and technology (S&T). Given that the research sector is the foundation of S&T, and due to this sector has been greatly affected by the Covid-19 crisis, in this study the direct and indirect effects of Covid-19 on research have been investigated and analyzed. This study uses thematic analysis and the future wheel method. After drawing the layers of future wheel, several policies have been proposed based on the results. Some of the recommended policies are: considering the auxiliary coefficient for the promotion scores of female faculty members who have child (ren), compiling national critical material document facilitating access to the thesis and scientific resources, developing interdisciplinary and multidisciplinary skills, improving doctoral and postdoctoral students capabilities with a view to increasing the resilience to future crises, and diversifying the research funding portfolios.
