This research addresses the issue of fragmentation and lack of coherent formulation of the concept of "development" in the Iranian legal system. The main goal is to extract and systematize the key themes and theoretical perspectives governing development, focusing on the Constitution of the Islamic Republic of Iran and the general policies of the system. The present research has used a qualitative approach and data-based theorizing method. Specifically, the Strauss and Corbin structured coding model was used to analyze the content of the aforementioned documents. The data were collected through documentary study and, through three stages of coding, the concepts, categories, and relationships between them were identified and organized in the form of a paradigmatic model (including the central phenomenon, causal conditions, strategies, contextual and intervening conditions, and consequences). The findings of the analysis showed that "human growth" can be identified as the central phenomenon of development in the Constitution and the general policies of the system. This concept is rooted in the "dignity and high value of man" as the causal conditions. Key strategies for achieving this growth include government economic planning, meeting basic human needs (education, health, work, housing), fair and non-discriminatory distribution of resources based on talent, and governance based on public opinion and popular participation. This research provides a coherent framework from the perspective of the Iranian legal system towards development.
